OT: Can you do me a favor and tell me about a British school system concept? Tell me about prefects. What they do, how they are appointed, and all that stuff. I'm thinking of writing up something about starting an initiative/program here to utilize them in American school... Especially if I get into the TFA.

You do occasionally get them in some of the extremely posh and expensive public schools, but really they're unheard of. I think they've always been kind of reserved to expensive boarding (or some non-boarding public) schools.
Basically they are older students who are given powers and responsibilities over younger students. They are used to mentor, aid in teaching and watch and even discipline younger students - and in some of the more traditional schools had younger students who acted as kind of servants as recompense for the extra responsibility. They can be used to watch other prep (study periods/free periods) help teachers in classes, roaving rule enforcers etc
How they're appointed varies from school to school, but usually they are chosen by the headmaster as promising examples and role models.
