Just FYI (and you may already know this, but I couldn't tell for sure 'cause you didn't mention it in your post), it appears to be Photoshopped (http://blogs.citypages.com/blotter/2005/09/bush_in_new_orl.asp). :)

Which is not to say he hasn't done plenty of other inappropriate things, in my opinion, just not that particular one.
